multicast-number

Regarding the IESG comment

I asked IANA and Thomas Narten about this change from 224.0.1.124 to
224.0.0.x

The answer from IANA:

> See Thomas Narten's suggestions in his e-mail.

and the answer from Thomas:

So now I am asking the group: do you agree that we have to ask IANA
for this change?
How much that will hurt current implementations?

Thanks for your comments,
Patrick.
