Since the Key and Sequnce nos are similar to the Key and Sequence nos fields as
in RFC1701 with a defined semantics, it might be a good idea to use the same bits as
in RFC1701.
This would require 1) change in text to draft-meyers or 2) addition of text to draft-dommety.
