ipsat BoF request

we asked for a BoF on the support of IP over satellite links (ipsat),
and we are waiting for AD approval. I just wanted to inform agenda@ietf.org
in order to take into account if possbile in your scheduling process.

Decide whether there is an interest for an IETF WG.
	(and if yes) work on the charter
