Well, if you are a member of those bodies, it's rather easy, but otherwise I 
don't know any easy method ...

I think that we will, we can and we are going to do that. I can't see any 
way to forbid the use of higher layer security protocols.

But I think that almoust all Satellite/Cable/... operators want use their 
normal condition access systems to control the access to the stream itself 
(and possibly known parts of it).

So CA in MPEG TS level is some kind of "MAC-layer" security mechanism, like 
scrambling in some "secure ethernet" hubs nowadays.

I realize, that there might be some "IP-level" security possibilities also 
with CA systems, but as far as I know, those are far beyond the current CA 
implementations(and the performance of them).
