To answer Stephen Schwab's question, there are two pieces of proposal that
are relevant.

RFC 1701 is "Generic Routing Encapsulation".  This is an informational RFC
document Cisco's tunnelling work.  We have verified with Cisco that it is
unencumbered with regard to intellectual property issues.

Secondly, there is draft-ietf-ipngwg-ipv6-tunnel-07.txt

Work is currently under way to see if a single protocol can be
agreed to based on these starting points.
