[moca] Contextual reactive systems

a preliminary version of the paper "On calculi for context-aware 
coordination",
authored by myself and Gian Pietro Picco, which introduces an extension
of reactive systems, called contextual reactive, where rules cannot be 
orthogonally
applied under any reactive context. Comments are welcome.
