  FYI, a more or less equivalent version should show up on the
  Internet-Drafts directory shortly.  The following name was assigned
  to it:

    <draft-stepanek-vipre-00.txt>

  I don't know what the typcial turnaround time is, but I submitted it
  to "internet-drafts" only yesterday, if that gives you an idea.
