UDLR charter


Steve,

Joel told me that the udlr charter was approved.
can you please check the ftp address for the archive
in the charter. I think it is a wrong address.
The correct is

ftp://zenon.inria.fr/rodeo/udlr/archive.txt


could you please temporarily remove the reference to the mirror 
at Hughes. we are setting up a mirror site at UCLA. 
Scott Michel will send you the ftp address to be added in
the charter.
