WRONG ftp link in WG draft charter

Henry,

you're right, we provided an erronous ftp address for the udlr
archive in the draft wg charter. sorry for the inconvenience. 

The correct is

ftp://zenon.inria.fr/rodeo/udlr/archive.txt

Note that the mirror at Hughes is not operational yet.
We will post a mail on the udlr list to confirm when it will be.
