With regard to defining areas of action, the policy proposed is inspired by those of good conferences. A small number of preferential subjects are displayed each year. However, all the proposals are examined according to their merits and the proposers are encouraged to be creative.
The inciting actions must allow the institute to launch out in research projects which would not otherwise be undertaken, or which would otherwise be difficult to do so. When activities can be financed on the level of a research unit, it is not necessary for the national direction to intervene. Therefore, multisite proposals have priority, as soon as they have been justified on a scientific level.
Participation of external researchers or research groups in the projects at INRIA (CNRS, Universities, for example) is welcome. INRIA sees in these inciting actions openings towards new research partnerships.
