According to the Typol reference manual (centaur 1.2, page 72),
this error occurs when a Prolog file has not been loaded correctly.
This probably has to do with the location of the Prolog file 
after being generated by the Typol compilation. 

Since the Typol program is for the language Exp, make sure that
the source code (and therefore generated code) are located
in the directory <Exp-tables-directory>/semantics.
This directory might be, for example : 

         $HOME/contrib/Exp/syntax/metal/semantics.

If this does not help, I will need more information about
your language hierarchy and resource specifications.
